FMVSS No. 500 sets the federal requirements for low-speed vehicles, including a 25 mph maximum speed and required road-use equipment such as lighting, reflectors, mirrors, parking brake, windshield glazing, VIN, seat belts, rear visibility compliance, and alert sound. Sets the minimum federal safety-equipment requirements for low-speed vehicles, including a 25 mph maximum speed limit

49 CFR Part 567 – Certification Labels

Requires a manufacturer to permanently affix a certification label stating: Manufacturer name, date of manufacture, and FMVSS standards that the vehicle conforms to. For LSVs, the vehicle type should be listed as TYPE: LOW-SPEED VEHICLE.
